The OLA accreditation was created in accordance with the World Customs Organization’s SAFE Framework guidelines and the New Enterprise Accreditation Scheme (NEEC) criteria.
SAFE Standards Framework
At the World Customs Organization Council sessions held in June 2005 in Brussels, WCO Members adopted the SAFE Framework of Standards to Secure and Facilitate Global Trade. This unique international instrument marked the beginning of modern supply chain security standards and heralded the start of a new approach to the integrated management of goods transported across borders, as well as recognizing the importance of closer partnership between Customs and business. The SAFE Framework was updated in 2021.
This version of the SAFE Framework strengthens cooperation between Customs and Other Border Control Authorities (BCAOs), promotes intelligent security devices to optimize Customs control and effectively monitor the movement of goods in real time, and includes basic provisions on the development of AEO programs in regional Customs unions and the implementation of mutual recognition.
